BEHAVIORAL HEALTH RESPONSE PLAN FOR
ALL HAZARDS

The Hamilton County Mental Health and Recovery Services Board (the “Board”) in coordination with the Ohio Department of Mental Health (ODMH) and the Alcohol and Drug Services Board (ADAS) has developed an All Hazards Behavioral Health Response Plan for Hamilton County .  This plan includes: 

Collaboration and coordination with the Red Cross of Greater Cincinnati, Hamilton County Emergency Management Agency, Cincinnati Fire District, and other local disaster response organizations.
Training of a cadre of behavioral health professionals who can be identified and immediately deployed to address Ohio ’s emergency behavioral health needs.
Dissemination of behavioral health materials for disaster victims.
Collaboration with area schools to intervene with children and teens impacted by disaster and terrorist attacks.

 In the event of a disaster (local, statewide or national):

  1. The need for a behavioral health response at the site of a local disaster will be determined by the American Red Cross, Greater Cincinnati chapter.  The behavioral health volunteers will be activated through coordination between the Board, the Red Cross, and the Ohio Department of Mental Health.  The volunteers will work under the direction of the Red Cross Disaster Mental Health Services.
  2. For disasters elsewhere in the state or the nation, the Ohio Department of Mental Health, the Red Cross or other authorities may alert the Board to the need for local behavioral health volunteers to respond to the non-local disaster.
  3. The Board will provide the Red Cross Greater Cincinnati Chapter and the Ohio Department of Mental Health with an up-to-date list of trained behavioral health volunteers and contact information.
  4. The behavioral health response will be at the site of the disaster.  Red Cross will orient the volunteers to the site.   The volunteers will be provided with identification badges.
