Before applying to the State or the Board, you must ensure your property is legally allowed to operate as a residential facility.

1) Zoning Verification:

  • You must obtain a Zoning Verification Letter from the Hamilton County Planning + Development Department or your specific city/township. Do not assume standard “residential” zoning covers group housing.
    • Exceeding a certain number of unrelated adults often triggers a “Change of Use” in the building code.
