Path B: Adult Care Facilities (Residential Class 2)

For group homes providing accommodations, supervision, and personal care services for adults with mental illness

1. Mandatory Training: Prospective operators should complete the “New Operator Training” provided by the Ohio Adult Care Facilities Association (OACFA).
2. State Licensure: Licensure is managed by the DBH Bureau of Licensure and Certification.

• • Licensure Portal: All applications must be submitted via the LACTS Portal.
  • Rulebook: Review the Ohio Administrative Code 5122-30 for physical plant and staffing requirements.

3. RSS Funding: Providers interested in the Residential State Supplement (RSS) program must be DBH-licensed Class 2 facilities and complete the RSS Verification process. Email RSSverify@dbh.ohio.gov.
