Order of Operations

To become a Residential Provider in Hamilton County, you must follow the order of operations below. Click on the link for each step to learn more about how to complete each stage.

STEP 1: Local Zoning, Safety, and Occupancy

Before applying to the state or board, ensure your property is legally allowed to operate as a residential facility.

1) Zoning Verification: Obtain a Zoning Verification Letter from the Hamilton County Planning + Development Department (or your city/township).

    • Tip: Standard residential zoning may not cover group housing; more than a certain number of unrelated adults can trigger a “Change of Use.”

2) Building & Fire Safety: Secure a Certificate of Occupancy for your intended number of residents and pass a State Fire Marshal inspection.

STEP 2: State Approval (Licensure or Certification)

If you’re interested in opening a residential program in Ohio, there are two primary pathways depending on the type of services you plan to offer. Each path has its own requirements for training, certification, and state registration.

  • Path A: Recovery Housing – Alcohol- and drug-free peer support residences.
  • Path B: Adult Care Facilities – Group homes providing supervision and personal care for adults with mental illness.
